Position: HOUSING DEVELOPMENT DIRECTOR

Type of Position: Full time, exempt

Job summary:

The Housing Development Director is a senior leadership position charged with the planning, resource development, implementation and management of projects, oversight of rehabilitation projects, and new construction for the Tioga Housing Partnership (THP) to ensure that the objectives of each project are accomplished within prescribed timeframes and funding parameters; prepares presentations, materials, and makes recommendations to the THP Board based on research, data, and feedback from the THP steering committee.

Qualifications:

• A Bachelor’s degree from a regionally accredited or registered college or university with major work in Community Planning, Housing Development, Construction Management, Business, or closely related field; AND three years of progressively responsible administrative/supervisory/financial management experience in Community Planning, Housing Development, construction, or a closely related field.

• An equivalent combination of training and experience as indicated above.

Required skills:

• Ability to analyze complex data, perform sophisticated analysis and make appropriate recommendations and decisions; experience with project software (CAD) a plus.

• Ability to read, write, interpret project and product specifications, contract documents, construction plans, blueprints, invoices, etc.

• Decision-making – ability to prioritize multiple tasks, follow projects through to completion, work with minimal supervision.

• Communication proficiency – able to communicate clearly verbally and in writing, with all levels of staff, management, Board members, community partners, elected officials, etc.

Position: Aging Benefits Specialist

The person in this position contributes to the overall health and well-being of older adults through the provision of Medicare healthcare options counseling, enrollment assistance, and education.

  • Reaches out to low-income, dual-eligible, and hard-to-reach beneficiaries and provide in-depth counseling and enrollment assistance on Medicare, Medicare Prescription Drug Coverage, Medicare Managed Care options, and EPIC enrollment and coordination with Medicare.
  • Educates Medicare beneficiaries eligible for the Prescription Drug benefit about coverage under the Prescription Drug Plan or Medicare Advantage Prescription Drug Plans and assist them in making informed selections for coverage best meeting their needs.
  • Educates individuals about the new Medicare preventive and screening services, and Medicare Advantage (managed care) options.
  • Conducts outreach and public forum events in cooperation with EPIC and NY Connects.
  • Recruits and trains additional volunteers for the Health Insurance Information, Counseling and Assistance Program (HIICAP).  Supervise the activities of volunteer workers.

Minimum qualifications:

A graduate from a regionally accredited or New York State registered four year college or university with a Bachelor’s degree AND one year of full-time paid experience in geriatrics, adult education, community health services, counseling, social work, public administration, human services or a related field; OR

  • A graduate from a regionally accredited or New York State registered two year college with an Associate’s degree AND three years of experience in community health services, geriatrics or human services or a related field: OR An equivalent combination of training and experience as indicated above. 
  • Working knowledge of health and benefit programs, Medicare, and EPIC
  • Must have excellent computer skills to efficiently perform duties
  • Good knowledge of the characteristics, needs, and interests of the aging
  • Creativity, flexibility, ability to work as part of team and to lead teams

Must possess strong verbal, written, and interpersonal communication skills

$15.50/hour; full-time = full benefits
