Position: Director of Planning & Development
JOB SUMMARY: The person in this senior leadership position is charged with positioning the agency for long-term sustainability through the planning of new or expanded community development initiatives and growth in small business start-up and housing development and rehab, through grants and/or private investments; analyzes statistical data such as population and economic trends to create vibrant growth strategies; carries out comprehensive community planning processes in order to determine project priorities; collaborates with nonprofit and for profit organizations, government leaders, private developers, and public interest groups to implement projects.
The Director is responsible for the fiscal accountability, program quality, regulatory compliance, county-wide coordination, implementation and/or management of programs in accordance with their respective standards, policies and procedures, and applicable local, state, and federal regulations; works with the Executive Director to develop long-range goals, objectives, and implements plans to advance and integrate current and future programs and service goals into the overall strategic plan and mission of TOI.
MINIMUM QUALIFICATIONS
- A master’s degree from a regionally accredited or registered college or university with major work in community or housing development, environmental planning, public administration, or closely related field; AND a minimum of two years of progressively responsible administrative/ supervisory/financial management experience in community planning/development, housing development ; OR
- A bachelor’s degree from a regionally accredited or registered college or university with major work in community development, environmental planning, public administration, or closely related field; AND four years of progressively responsible administrative/supervisory/financial management experience; OR
- An equivalent combination of training, education, and proven experience that would provide the required knowledge and abilities.

- MINIMUM QUALIFICATIONS

Position: Fiscal Coordinator

The person in this position is responsible for the supervision of day-to-day operations of the agency’s finance department. This may include, but is not limited to, preparation of funding vouchers and reports; maintaining the agency’s financial software system; approves payroll, payment vouchers, cash receipts, and general journals; supervises the Accounts Payable and Payroll Specialist(s).
MINIMUM QUALIFICATIONS
- A graduate from a regionally accredited or registered four-year college or university with a bachelor’s degree AND one year of full-time paid experience in accounting, business, or a related field and as a supervisor; OR
- A graduate from a regionally accredited or registered two-year college with an associate degree AND four years of experience in accounting, business, or related field, and one year as a supervisor; OR

- Demonstrated knowledge of Generally Accepted Accounting Principles (GAAP)

Position: Properties Coordinator
JOB SUMMARY: The person in this position is responsible for overseeing the general maintenance, repair, and upkeep of agency property, facilities, and vehicles; ensuring safety, regulatory, contractual, and code enforcement compliance; assisting with development and implementation of capital improvement plans; and supervising maintenance and janitorial staff.
MINIMUM QUALIFICATIONS:
- A graduate from a regionally accredited registered four-year college or university with a bachelor’s degree in Business Administration or a related field, AND four years work experience with at least two years’ work experience in the property management field, AND two years supervisory experience; OR
- A graduate from a regionally accredited registered two-year college with an associate degree in Business Administration AND six years of experience in
property or business management or a related field AND two years supervisory experience; OR - High school diploma AND technical school training preferred in one or more trades; eight years of property management experience and two years supervisory experience; OR
- A combination of training and/or proven experience demonstrating the ability to effectively perform the essential job duties and responsibilities.
REQUIRED KNOWLEDGE, SKILLS, AND COMPETENCIES:
- Knowledge of the operating principles and maintenance requirements of facility mechanical and electrical systems
- Knowledge of the practices, procedures, materials and equipment used in the plumbing, refrigeration, heating and air conditioning, carpentry, masonry, and
electrical trades work - Knowledge of building maintenance and cleaning practices
